More than four decades ago, England-Thims & Miller, Inc. (ETM) was founded by three visionaries who wanted to take care of their clients with a focus on boutique, customer-centric, best-in-class services. Today, with the help of more than 280 of our colleagues, we have built a business around taking care of not only said clients but our communities and team members as well.

At ETM, we create great communities. Understanding the market, the needs of our clients, and delivering excellence is what we are passionate about. We see challenges and we find solutions to deliver the best-built environment. We work on exciting projects that can place a town on the map, protect and preserve the environment, and build the infrastructure needed to connect people to what’s most important in their lives.

ETM History

When we first started in 1977, we had three partners and four employees and were primarily focused on land development, planning, and engineering. Now, 45+ years later, we have become a holistic professional services firm. And while we’ve grown in both employees and services, our philosophy and culture remain the same. We are passionate about providing best-in-class, professional, technical expertise to our client partners, and pride ourselves on being a trusted advisor and value-added partner to our client's projects and goals.

Hugh Mathews lives and breathes real estate development. Between growing up around his father, a residential contractor, and his college internships in consulting engineering, Hugh found his calling of creating communities and has never looked back.

Since joining our firm in 1984, Hugh has been hands-on in taking care of land development clients and projects, ranging from large greenfield developments like the St. Johns Town Center to complex infill communities such as Brooklyn in Downtown Jacksonville. Hugh finds passion, energy, and fulfillment in creating great places. As CEO of our firm, he continues to push this passion, energy, and fulfillment into everything we do.

Tyler Mathews, President of ETM, finds tremendous energy from the Real Estate and Infrastructure business. In his current role leading the organization, Tyler champions client satisfaction, external partnerships, product delivery, and fosters a culture that aligns with the firm’s core views.

From Tyler’s prior role on the executive group of ETM’s Land Development team, he brings specific expertise on land entitlement, real estate development strategy, and development project management for complex real estate transactions. Tyler’s direct clients include land holders who control over 400,000 acres in the State of Florida, as well as infill mixed-use and healthcare campus redevelopment throughout the region.

Prior to joining ETM, Tyler was with CRC Companies (formerly Clark Realty Capital) a multi-family developer based in the greater Washington, DC region. Tyler’s professional experience also includes Brasfield & Gorrie in Birmingham, Alabama and Nashville, Tennessee.

Doug Miller is a development strategist at heart. From entitling a challenging piece of real estate to crafting a master services utility agreement, to negotiating development conditions, deal-making is in his DNA. As a founder of ETM, Doug is a Renaissance Engineer, hyper focused on technical excellence and partnering with clients to provide value to their projects and their goals. He instills his passion for winning, excellence, and boutique customer service into the core ethos of the firm.

Robert Mizell’s belief in and commitment to our firm is unrivaled. This, and his three decades of complex transportation experience, enabled him to become the Chief Administrative Officer of our firm in 2020. As CAO, Robert provides executive leadership and support to many departments and internal support teams, manages our training and mentorship programs, offers quality assurance and technical oversight for the Transportation team and projects, and assists with a wide array of day-to-day business functions.

Robert has managed many high-profile projects throughout Florida, including Interstate-95 Widening and the City of St. Augustine’s Downtown Historic Restoration Improvements.

Mr. Williams is an Executive Vice President of CEI and Construction Administration Services with ETM. He has more than 28 years of experience, gained while managing complex, multidisciplinary inspection programs for local, state, federal, LAP funded, and private sector clients. After working with a national Design/Build leader, Mr. Williams joined ETM in 1993 and has built a practice of diversified construction management and large-scale inspection services, with direct involvement on strategic partnerships, inspection assignments, and the requisite corporate authority to direct resources to proactively meet project needs and respond to client requests.

Mr. Williams also manages multiple CEI teams for several Florida Department of Transportation (FDOT) District Offices encompassing various FDOT and Federal Highway Administration (FHWA) Roadway, Bridge, and ITS projects. His experience includes service to public and private sector clients with scope elements including but not limited to: multiple repeat selection continuing services  contracts, interstate, limited access, regional, collector and local asphalt and concrete roadway construction, heavy bridge construction, earthwork operations, ITS, signalization, large diameter utility water/wastewater pipeline and plant improvements, solid waste landfill facilities, and environmental remediation.

As a Certified Construction Contract Administrator (CCCA), he possesses the required knowledge and seasoned ability to administer complex construction contract conditions. He has an extensive understanding of contractual relationships, construction observation procedures, interpretation of contract documents, bidding strategies, construction phase submittals requirements, meeting procedures and presentations, negotiating contract modifications, measurement and payment procedures, and project closeout documents. Mr. Williams provides a concierge-level of Owners Representation and extension of staff services and is comfortable implementing complex work schemes across an enterprise of key stakeholders.

Shawn is no stranger to entrepreneurship. His background in industrial engineering, business development, and various executive positions have given him the unique skillset to lead a company in developing sustainable growth and market leadership. In fact, the Jacksonville Business Journal named Shawn the 2011 Logistics Entrepreneur of the Year. Shawn previously served as CEO/Owner of PenserSC, a 4-time awards recipient of one of the Jacksonville Business Journal’s Fastest Growing Companies.

Today, Shawn manages our Geospatial Technologies, Survey, and Subsurface Utility Engineering Teams, which support our clients by providing accurate, authoritative data and dynamic mapping and visualizations to improve decision making capabilities. He brings an entrepreneurial perspective to these highly experienced and technical teams as we rapidly innovate to serve our clients' growing needs and opportunities.

Executive Vice President - Land Development

Scott Wild is an expert in special districts. He and his team have been delivering solutions for master planned community clients for over three decades and have managed more than 30 special districts. Scott obsesses over details and finds joy in developing engineering designs that result in delivering thousands of lots to market each year.

Scott’s primary emphasis and experience is in large drainage analyses and designs, as well as environmental permitting. Additionally, Scott is a Certified Floodplain Manager and Professional Land Surveyor. His technical excellence and his desire to win for his clients can be seen in developments such as Nocatee, Trailmark, Tamaya, and Florida Blue.

Juanitta is the ultimate Program Manager and dedicates her drive and expertise towards assisting clients with environmental challenges pertaining to soil contamination, landfill design, permitting, construction and operations and consumptive use permitting. She assists our clients sustainably with cost reduction, protection of human and ecological health and safety, as well as compliance with applicable regulatory requirements in a timely manner. In addition, Juanitta supports corporate needs across disciplines, and spear heads our community outreach initiatives.

Juanitta’s resume includes serving as the Program Director for Jacksonville’s Ash Remediation Program, and Principal-in-Charge for Jacksonville’s NPDES Permit Administration Program, and JEA’s Septic Tank Phase Out Program and Galvanized Pipe Replacement Program.

After joining ETM in 1993, Peter quickly identified his strength in cultivating relationships and stewarding projects. Today, developers of commercial, mixed-use, multi-family, and industrial projects rely heavily on his concierge level service to increase profitability and speed to market, as well as his ability to provide timely information critical to making sound investment decisions. Peter understands the intricate details and extremely sensitive timeline of the land development process. He has established relationships within the development community and is adept at understanding due diligence influences on project outcomes.

Since joining ETM in 1999, Matt Maggiore has played a vital role in the growth and success of our firm. Matt provides excellent leadership and direction for the planning, design, and construction of major infrastructure projects, including highways and interchanges, master stormwater systems, and utility infrastructure, in addition to coordination with local, state, and federal regulatory agencies. Matt’s expertise can be seen in projects throughout the region, such as improvements to the I-95/International Golf Parkway Interchange in St. Johns County, roadway widening and traffic signalization improvements on US 1 in Jacksonville, and the extension of Old Kings Road in Flagler County.

Chris has over 20 years of experience in accounting and finance as both a CPA and a financial professional in the North Florida market. He joined ETM in 2017 as the Controller before being named Chief Financial Officer in 2020. Responsibilities include financial forecasting and reporting, treasury management, internal controls, insurance and risk management, and certain human resource functions.
