England-Thims & Miller Announces Expansion of Leadership Team

Infrastructure and development consulting firm appoints Tyler Mathews as President, promotes executive leaders and welcomes eight new shareholders

The Board of Directors of England-Thims & Miller, Inc. (ETM), a 270-person consulting firm, announced several changes to the leadership team. Effective December 1, 2021, Tyler Mathews will serve as the firm’s next President.


Alongside Tyler’s appointment, the Board also approved the promotion of two executives and welcomed eight new Shareholders: Brad Weeber is now an Executive Vice President of Land Development; Drew Holley is now a Vice President of Land Development; and new Shareholders include Shawn Barnett, Grant Bledsoe, Nicole Bolatete, Jason Crews, Scott Graham, Barry Scott, Chris Warshaw and Daniel Welch. These appointments bring the firm to 33 Shareholders.

Founded in 1977, Tyler is the fourth President in the firm’s history. Prior Presidents include Jim England, Doug Miller and Hugh Mathews. Ongoing, Hugh will serve as Chief Executive Officer and Doug Miller will continue to serve as Chief Strategy Officer.

This announcement follows a period of significant growth for the business. Over the past three years, the company has increased its staff by more than 80 people, and added Geospatial Technologies, Aerial Solutions and Subsurface Utility Engineering to its service offerings.

Today, the firm is involved in various infrastructure and development projects throughout North and Central Florida. ETM’s portfolio of projects includes Nocatee, Wildlight, Seven Pines, Silverleaf, State Road 9B, St. Johns Town Center, numerous FDOT roadways and studies, JEA’s Septic Tank Phase Out program, the Jacksonville Jaguars Sports Performance Center, multiple City of Jacksonville program management initiatives and roadways, Baptist Health Jacksonville, UF Health Ocala, Celebration Pointe Gainesville, Avalon Park Daytona and many more.
