ETM Recognizes Women in Construction 

Did you know, women account for only 10.9% of the construction industry? Women in Construction Week serves as a reminder of this small percentage and encourages women to join this thriving workforce.   

This Women in Construction Week, we are excited to recognize the incredible women in our CEI department. These women, each responsible for their own projects and tasks, play a key role in the success of our growing company.  

Sheila Carter

Sheila C., Senior Inspector, Central Florida – Shelia has 28 years of experience in the CEI industry. Her experience includes on-site construction inspection, materials testing and sampling, quality control, reporting and record-keeping, and as-built drawing updates of roadway, trail, and sidewalk construction projects. She is also experienced in asphalt resurfacing, concrete, drainage, erosion control, landscaping, earthwork, sign placement, signal installation, and maintenance of traffic. Since joining our firm nine years ago, Sheila has assisted on numerous projects, including FDOT’s I-95 Resurfacing, CR 305, and SR 600.  

Robin Wallen

Robin W., Administrative Assistant, North FloridaRobin joined our team in 2010 and is responsible for assisting the Contract Support Specialist and Project Administrator with monthly and final estimate documentation and compiling and assembling project close-out documents. She maintains all project documents within our internal file system as well as the FDOT’s records retention system. Recently, Robin has provided her services on FDOT’s US 17/Dunn’s Creek Bridge Replacement and SR 9B.

Lois Cross

Lois C., Administrative Assistant, Central Florida – Although a newer addition to the team, Lois has 24 years of extensive industry experience. Her responsibilities include assisting Contract Support Specialists and Project Administrators with monthly and final estimate documentation, compiling and assembling project close-out documents, Requests for Information and submittal packages, and so much more. Some of her recent projects include FDOT District 5 Group 180, Group 178, and Group 161. 

C Smithheart

Carrie S., Project Administrator, North Florida – Carrie has 36 years of CEI experience, 20 of which have been with ETM, related to rural and urban reconstruction projects that include major roadway and bridge construction. Throughout her tenure, she has delivered many transportation projects for the FDOT, Jacksonville Transportation Authority and Northeast Florida municipalities. Some of her notable projects include FDOT’s SR 200 Reconstruction, I-95/Old St. Augustine Interchange, Heckscher Drive/I-295 Interchange, and Nocatee Parkway. 

Sommer Hicks

Sommer H., Inspector, Central Florida – Sommer joined ETM in 2013 and has 18 years of CEI experience, including on-site construction inspection and documentation of all phases of work related to roadway construction, materials testing and sampling, quality control and as-built drawing reviews of projects. While Sommer has provided services for both public and private sector clients, her most recent projects include KB Home’s Meadows at Oakleaf Townhomes, Lennar’s Grove Pointe, and Dream Finders Homes’ Reserve at Eagle Harbor.

Kandice Lennon

Kandice L., CEI Contract Manager, North Florida – Kandice has 23 years of diversified experience. She began her career with ETM 17 years ago and is responsible for contract support to the CEI department, which includes coordinating staff assignments, staff qualifications, training support services, document review and submittal preparation, providing quality assurance review of ARF’s submitted to the FDOT, and subconsultant agreements. Kandice has assisted on the last two FDOT D2, CEI Districtwide Continuing Services Contract. 

Tonii Brush

Tonii B., Contract Support Specialist, Central Florida – Tonii has 29 years of FDOT project experience, executing Contract Support Specialist duties in final estimates and process management. In addition, Tonii has 15 years of consulting experience as a draftsperson, as well as three years in highway design with Dade County. Having previously worked for the FDOT in Central Florida and now ETM, she has accumulated experience in both the execution of final estimate submittals and in the position of auditing consultant and in-house final estimates under the direction of senior FDOT management staff. Her recent projects include FDOT’s SR 50, SR 25, and SR 44. 

Vicki Bowen

Vicki B., Contract Support Specialist, North Florida – Vicki has 18 years of diversified project and administrative experience. She began her career with ETM four years ago and is responsible for communicating with the inspection staff and contractor regarding quantities, producing error free estimates, verifying material certifications, writing contract modifications, tracking contract time, tracking contract monies, ensuring the accuracy of project documentation, and preparing eventual project acceptance that includes as-built information (Bluebeam proficiency) and a final estimate package. Her recent projects include I-295 (SR 9A) over SR-105 Heckscher Drive, Nassau County’s Pages Dairy Road, and FDOT’s SR 200 Reconstruction, CR 200A Lofton Creek Bridge Replacement and SR 117 (Norwood Avenue) over Moncrief Creek Bridge Replacement. 

Debbie W., Contract Support Specialist, Central Florida – Debbie has 38 years of industry experience, 17 of which have been with ETM. She has leveraged her field experience in quality control, verification testing, and Construction Administration on transportation projects to build her final estimates acumen. Recently, Debbie has provided her services on FDOT’s Group 184, CFX’s SR 528 Econlockhatchee River Bridge Replacements, SR 50/Colonial Drive Bridge Replacement, SR 417, and SR 528, and Seminole County’s Soldiers Creek Regional Stormwater Facility Improvements.

Cynthia Humphrey

Cynthia H., Executive Administrative Assistant, North Florida – Cynthia joined ETM in 2019. She has more than 30 years of diversified experience leading, coordinating, planning, and supporting daily operational and administrative projects, functions, and events. She has demonstrated the capacity to plan, organize, coordinate, monitor, manage, and control projects and events and is highly proficient with written and verbal communications, invoice and expense processing, training and travel coordination, and schedule management.
