England-Thims & Miller, Inc. (ETM) is proud to announce the establishment of our Central Florida office. This office will offer a broad range of transportation and infrastructure services to both public and private sector clients covering a wide range of projects from highway design and traffic studies to utility design and construction engineering and inspection (CEI). To lead this office ETM is thrilled to add to our professional engineering staff, Mr. Eugene (Gene) Lozano, PE and Mr. Jason McCray, PE.
Mr. Lozano offers our clients more than 37 years of professional engineering experience, most of them associated with roadway design and construction related projects for the Florida Department of Transportation (FDOT). As a Senior Project Manager for the Department, Mr. Lozano was responsible for the supervision of construction on numerous FDOT projects which included all aspects of transportation design and management. He is a graduate of the Department’s Professional Engineering Training Program with a specialization in Construction, Engineering and Inspection (CEI). Mr. Lozano expanded his career experience while serving as project engineer and project manager for various private and municipal clients overseeing a variety of roadway and land development projects. Mr. Lozano also serves on the Florida Utility Coordination Committee and served with FEMA where he prepared damage assessments post Hurricane Andrew.
Mr. McCray started his career as a surveyor before joining the Florida Department of Transportation (FDOT), where he served for over 14 years. He holds FDOT Certifications in advanced work zone traffic control, long range estimate, specifications and electronic review comments. He offers our clients his experience as a project manager for an array of FDOT projects to include widening and turn lane addition projects that involved utility coordination and relocation, along with controlled access design involving complex geometrics for widening, reconstruction, resurfacing and improvement projects as a design engineer. His expertise also includes substantial drainage evaluation, permitting, traffic engineering, utility coordination and relocation, maintenance of traffic plans, interchange design, signing and pavement marking, signal design, specifications, pavement design, and plans preparation along with leading public awareness and coordination programs.
