Improvement of Infrastructure

Highlands is committed to responsible growth, and is planned as a community responsive to the needs of today and tomorrow. With major improvements to County Road 218 and the addition of a new flyover across the existing CSX Railroad, Highlands will improve transportation connectivity in northwest Clay County. County Road 218 will become a safe, viable east-west connection, connecting Green Cove Springs with U.S. Highway 301 and serving as a revitalized gateway into Clay County.

In addition to improvements to the transportation network in northwest Clay County, Highlands will bring new utility services to the area. Water, sewer, and fire protection services will be included within the development and will allow for expansion. The existing underdeveloped industrial center to the north is envisioned to have new life as these new utilities are added, providing a benefit to the entire county.
